Excursion for Rotan, Cozumel, & Belize?

I think we'll be booking our first cruise soon and I was wondering about the port days. Must we pay for an excursion if all we want to do is hang out on the beach? Can we get taxis or even just walk to the beach from the pier?

No, you don't have to pay for an excursion. However, I'm not sure there are beaches within walking distance. I would check the Ports of Call secrion:
