PVP's basically book a cruise for you (which you can do on your own online anyway) where as a travel agent can answer questions and help make changes should they be needed and monitor for price drops etc.. the only advantage of going with a PVP is for Carnival as then they don't have to pay a commission. Its the PROMOTIONS dept that can only make or accept the offers and upgrades. They will monitor the sales of the ships and act when needed. Normally, SUITE upgrade offers won't come though until about 2 week prior~~~> if they are not selling. BALCONY upgrades will be closer to sail date. I use a PVP, but also will monitor what is available above my category I may be interested in. If something is still there the week prior I will make my interest known with an offer. Helped me move from a 4B to a SPA cabin on my last cruise. The more popular itineraries and sail dates will have less offers available. (ie: rarely find good if any upgrades for Alaska, Hawaii & Holiday sailings..... those ships sell out all on their own). Again, how slow the sales are progressing to fill the ship have much to do with flexibility & availability for upgrades. Watch the availability & Watch your roll calls, and the trigger would be when the locals start adding on with free cruises and COMP-rooms for just tax/port charges. You can usually also tell when you start to see lower cabins freeing up as people get upgrade calls and move up. The advantage of a PVP is if they know what you are looking for or what kind of sales you prefer they will call you when one is available. They also have access to cabins that are open that don't show on the webpage. The cabin I booked for next September did not show available from the webpage.
