Where are the laundry facilities on Silhouette? Costs for wash/dry? Is detergent provided?

There are no self-laundry facilities on Celebrity. You will have to send them out and pay. That's one plus on Princess.

Indeed no Self Serve Laundry on Celebrity... You have to send out for Laundry, Drycleaning & Pressing (no irons or boards either... And you cannot BYO)
