I'd also have to agree with the above mentioned explanation given the amount was for $200. All NCL-issued FCCs that I have seen have a valuation of $250 which can be applied to the future cruise. Also, if the TA really is giving out the official item that NCL sells, I think they would use the exact terminology in their promotion - NCL Freestyle Cruise Rewards. As you stated, it is an internal TA credit of $200 for booking another cruise through them, not NCL FCC (it can be used to book any cruise line). Thanks again to all for your assistance!
