carnival shore excursions guarenteed?

Trying to decide between a couple of shore excursions and one of them has very mixed reviews. Some have wonderful experiences and other have horrible. I understand that this is subjective, but for instance if an excursion is described as a 'tour of the city' and no narration is provided in some cases and excellent narration in other cases, would there be any room for recourse if you ended up with a bad experience? Has anyone had any experience with a bad carnival sponsered excursion and gotten their money back or were compensated in any way?

The only experience we had were we didn't feel we got what we paid for was DW got a partial refund when her Power Snorkel excursion didn't have the promised MP3 player and ear buds for listening to music.

Alas the only bad experience I ever had was more of a transportation issue. It wasn't a tour, it was more of a drop off and admission type thing. Well at the end, the bus never showed back up! One family took a cab, one took public transportation back, which left my family of 4 and 3 older women waiting. Another tour company actually attempted to call ours repeatedly and couldn't get a hold of anyone! Our van finally showed up over an hour after the time it was suppose to.

 

In the end Carnival was pretty good about it. They gave everyone on the excursion 1/2 of the cost back, and paid for the transportation costs of the ones who took other forms back.

 

The question really is, does the description say a narrated tour of the city? If so and there isn't anything at all spoken well then there could be an issue. I would suspect that they would go off the exact tour description and base off that what was acceptable or not.
