I have always called carnival and paid my gratuities over the phone but is there a way to pay them online under your booking?

Not directly. I did it via email.

Unfortunatley no. I email my PVP and she pays them when I'm ready.

I was able to when I first booked dIrectly with carnival. I did that online on the carnival site. I have two bookings this year where I have prepaid them and one i will pay while onboard.

Yep. But once booked, there's no way to do it directly online. Example: my back 2 back. I forgot to check off prepaid gratuities when booking. A simple email to Carnival rectified the situation and they were added.
