Curonian split - on our own?

Hello. On our stop in Klapeda, we would like to see the Hall of Witches and explore the dunes (are you allowed on them?) on the Curonian Split. Is this easy to do on our own or should we look for a tour. If a tour would be better, any recommendations for companies?
