There are no obstructed view balcony cabins on Jewel class ships. You might end up with enclosed balcony which means that the balcony is inside the ship's hull and there is a large opening cut in to the steel. While it's not like a standard balcony, it's not too bad and people having had one have reported that they liked the extra cover from the elements.

 

Some other risks can be for example noisy public venues close to the cabin on lower deck.
