Deciphering new suite benefits

So it looks like Star Class will include in room cocktails and a mini bar. But this is the only class that includes this. Interesting because it has long been RCI's (arcane) position that no bottles were available for the stateroom. I am wondering, will they make a mini bar or in room cocktail service available for a fee in other rooms eventually?
