Reundable OBC vs Refundable OBC

Question: When you have both refundable OBC and non-refundable OBC, whcih is used first by Celebrity? We have a lot of OBC on an upcoming cruise and have both types of OBC. We would like to cash out our refundable OBC and use the non-refundable for things like upgrading drink package and specialty dinners. What is the policy or is it a random usage of OBC by Celebrity? Would hate to use up the refundable and have non-refundable remaining.

Non-refundable is always used first.

you also need to check if you have OBCR coming from your TA to make sure that after maybe 2 days into your cruise that it is posted to your account. lots of mistakes in getting it keyed in correctly on the part of two TAs. Bring something from your TA in writing makes correcting things if needed.
