Opinion on Hotel & VAT tax

We have reserved The Avenida Palace hotel pre-cruise for 2 nights end of June, 2016. Any horror stories on this hotel? We've only stayed at Hotel Center, which was great but we really wanted to be a little closer to the RAMBLAS area.

 

Also, we are sailing on Celebrity and the Classic Alcoholic drink package was given as a booking incentive. We plan to upgrade to the Premium Package but are unsure as to whether to purchase/upgrade through Celebrity in the states or upgrade once on board. Just don't want to pay the extra VAT tax if there is a way to avoid it.

 

Anyone know?:confused:
