The most expedite, safe and most practical way from BA's international airport to the Recoleta area (where Eva Peron is buried in the cemetery there) would be a taxi, no more than $20-25US each way and depending on traffic, 30 minutes minimum but no more than 1 hour I would think. My hotel arranged a private car and driver to pick me up at EZE two years ago and I believe the charge added to my hotel bill was less than $20US. Taxis are very cheap in Buenos Aires.
