Just wondering...what is the policy for non US citizens in the country on Visa?

Depends on the visa -- there's many different types, each with different rules about exiting and re-entering the country. The person in question should contact the gov't directly for an explanation of what is allowed under his/her visa type. The requirements of each country the ship will be visiting will also need to be checked.
