Embarkation Hours

I'm sailing from the port of Miami and it states that the embarkation hour for Miami is 1:30pm. Does that mean that's when they start allowing you to get on board or when the actually sail? Sorry if this is dumb question, but I learned a long time ago that the only dumb question is the one you don't ask....:o

 

And can anyone let me know what time we should arrive at the port to be one of the first ones on the ship. I don't want to stand in line for very long because we'll have two small children with us.
