Yes, book with HAL to get the cabin that you want. When you get ready to transfer, just make sure the big box TA is still offering the lower price and the OBC. I did the exact same thing with the big box TA. Ask them the for their TA number, and they will give you the HAL transfer phone number/extension.

 

I am using my own insurance, so I am not sure about transferring that, especially if HAL underwrites its own policy. Others may know. Go and ask that specific question here on the boards.
