4 of us in one room - 2 were free- 2 UBP

When I booked the Breakaway last year for Sep 25, 2016 for myself and 3 girlfriends, the promo was 2 of us were free and we got 2 "free" UBP. We were charged $68.04 for the first 2 people for the beverage sur charge. I was wondering how that works since I thought EVERYONE in the same cabin HAD to purchase a beverage package? Is it different since it was a promo?

 

We are in a mini suite w/large balcony if that matters

If you get the UBP as a promo then there is no requirement for everyone to have it. That only applies when you are purchasing the package.
