I know for a recent question regarding a scattering of ashes the subject of balloons came up. From Carnivals FAQ: Ashes and flowers may be dispersed but not plastic materials such as plastic ribbons, plastic flowers, plastic urns, balloons, etc. Biodegradable salt urns can be used as long as non-toxic glues are used to seal the top. Now f you want to decorate the room for something special go for it. Just remember no tape on the walls. Your best bet will be to bring them uninflated and blow them up the old fashion way. It is sad to be cruising and come upon balloon(s) floating on the open seas. The question was taken to the Head of Security and the Head of the Environmental Safety Dept. and I was told that I COULD bring on balloons that were filled with helium, but that I could not bring a helium tank. Hope this helps. Thank you! That is exactly what I was wondering. I am not burying anyone at sea or decorating a room I trying to mark a meeting place so hot air wouldn't work.
