1. Yes.

 

2. We found the onboard wifi too slow for phone calls. We had more success with the free wifi in a few of the cruise terminals.

I traveled with someone who used Magic Jack to make wifi phone calls from Quest.

1. Yes and at every other public venue as well.

 

2. It can be done - we made a few on our last voyage - although, as others have mentioned, it is not reliable.
