I think they do it when you board the ship in Vancouver. At least that's the way it's been on our other Repositioning Cruises out of Vancouver.

Only when the vessel is departing Vancouver directly for the US. No West Coast cruise where the vessel heads to Victoria, Nanaimo or another Canadian port next can be precleared in Vancouver - instead you go through immigration in the first US port.

 

While it may seem nice to avoid one stage of boarding here, as CBP can be a big bottleneck on busy days, it bites you in the ass later - even the new dedicated cruise pier in SF is a lot smaller than Canada Place. I've done immigration at Pier 27 before and unless you are in the first batch of folks off the ship, the queues are horrible. It's not just that there are fewer desks so processing is slower, but the fact that virtually EVERYONE on-board will all be trying to get off at basically the same time...
