We toured on our own with me pushing wife's wheelchair all over Rome and never once had to (or were allowed to) pay an entrance fee. Vatican Museum, Colosseum, Castel Sant'Angelo, Ostia Antica and others we were gathered up by an attendant and issued complementary tickets because of her being in a wheelchair. So, do accessible tours get you processed the same way or are the "fees" for venues built in to their price even if they don't pass them through?
