Nope, not without a pass. Even when its raining you'll be stopped at the door.

We bought aquarium passes and also enjoyed the casino, and walking around the marina area later.

They have wristbands and check to see if you have one on after you leave the casino and lobby

We took the cheap water taxi from the port over to Atlantis. It is then about a 15 min walk through the marina area (lots of nice shops and places to eat) then we entered the Atlantis main building and was able to walk around the indoor shopping area and go into the Casino. You can also go into the Lobby area which has some great views. We could not go any further without being a guest but for us the was plenty to see and do.

Yes, before you get to the casino there are few shops outside. You can get into the casino, the food place, etc Further more, you need the wrist band. It is enough for me to see already.

I've never used it myself but read that it doesn't leave every 30 minutes. They wait until the boat is full. We are thinking of using it in the morning to get to Atlantis then taking a cab back.
