Carnival Transportation and Puerto Rico

According to Jetblue's website, beginning Monday, May 1 delays can be expected in San Juan due to a potential "transporation labor action" causing delays in and around the airport. We are cruising on Fascination leaving tomorrow. I did not purchase Carnival's transportation since it seems fairly easy to get a taxi to and from. If the labor dispute happens and continues into next weekend will I be able to purchase Carnival's transportation on the ship or do I have to do it prior to cruise? Thank you.
