Where do prepaid tips go?

I have asked on other threads, but either didn't get an answer, or forgot where i posted.

If I pre-pay my tips, does it matter what I do with the presentation certificates?

Say, If I don't go the main Dining room most nights, and go to Windjammer or one of the specialty restaurants, can I give those certificates to someone at THAT venue (ie Windjammer) or will my prepaid automatically go tho the waiter/assistant-waiter at my assigned table I didn't use. Or if I thought I got particularly poor service from someone but someone else made up for that can I give THEM the certificate and tip a lower amount in cash to the poorer server.

So, it doesn't matter what I do with it? it is only a ceremonial presentation ? (Like that BIG publishers Clearing House check I hope to get.)
