Some of the staff (casino, shops, spa, CD, etc) are allowed to socialize in the public areas ONLY. No guests are permitted in the crew areas and vice versa. When off the ship, the crew and staff are allowed to socialize as long as they do so away from the pier. For all intensive purposes, the pier is considered under the same rules as the ship. I had a crew member friend who got written up when the Captain saw him kissing his girlfriend on the pier in Jamaica. His girlfriend was a sailing guest and not part of the crew. Yes, officers still hit on single ladies. And, IME, I often see them get quite a response as do the waiters and bartenders when they flirt with the younger passengers. Some lines are more strict than others but on a recent X cruise, my waiter - on board for 8 years - got fired on the last day of the cruise due to improper interaction with a passenger. There are now security cameras on many ships in the crew area - I have worked aboard two ships as crew - and things are much stricter than they used to be, even for the senior officers.
