I believe the Solarium pools on the Voyager class are open-air, so that they're always outside. With regards to the restaurant question, there's the Windjammer buffet, the Main Dining Room and Cafe Promenade which are complimentary. There's also Johnny Rockets, which incurs only a small cover charge.

is the solarium pool area have a retractable roof to make the adult's only section an indoor pool? or is the pool area always indoors?

No roof at all, the Solarium is open at the top.

 

Included food venues: Main Dining Room, Windjammer (buffet), Cafe Promenade.
