Cruise ships at pier with engines turning?

We are in St Maarten on the Celebrity Equinox and the Jewel of the Seas is also here. Both ships have been tied up to the pier. Both ships have their front and rear props turning and are pushing water away from the pier. The props have been turning all day.

 

Any ideas why they would be doing this?

 

At first I thought they were trying to keep the boats close to the pier. But it hasn’t stopped all day. Maybe they are trying to help dredge post hurricane sand?

I'm here as well on Jewel. I suspect it's linked to the combination of wind and ocean currents. Pools on deck are rocking back and forth a fair bit as well.
