OBC Question - Allure of the Seas

I tried searching for an answer to my question, but could not find what I was looking for. I am asking for a friend who will be sailing onboard Allure of the Seas in July.

 

She booked a stateroom for her and her young daughter, and she received a $100 OBC. Her sister just added herself and her young daughter to the same stateroom, on the existing reservation number, and she also received a $100 OBC. Is OBC offered per stateroom or per person? We are not sure if the two daughters are supposed to get OBC as well?
