Who gets off the ship 1st in Havana?

Sailing to Havana on Carnival. Is there a schedule for getting off the ship? If I don't have an excursion booked thru the cruiseline can I get off as soon as we are cleared? Or do ship excursions go first?

I know it's a different line, but on Majesty we could just walk off as soon as they cleared the ship.

The Flakey Jock Cruise director anounced that the ships excursions would be allowed off first, turned out to me completely wrong.

We were off the gangway as soon as it opened, some of the first ashore.

The tours were meeting and lining up onboard. To keep them together.
