It is at the extreme south end of the island. About a half hour drive from the cruiseship docks. You would have to take a taxi.

Personally I recommend booking a tour with Lawrence

His tour will take you there and to the other sites of the historical park (Shirley Heights, the Blockhouse, Dows Hill - ALL worth seeing).

I have been to Nelson's Dockyard 3 times. Once a ship's tour, once with a taxi driver and once with Lawrence. The experience with Lawrence was BY FAR the best. He goes out of his way to make sure that you have a great tour.

We just caught a taxi tour at the Dock for $20 each to each of these places.

We felt we could have spent a lot longer at English Harbour and would like to do so on another visit.

I'm just away to post my review on Antigua, hope it's of some help.
