The reason there's no casinos on any ship sailing exclusively in Hawaiian waters is because gambling is illegal. But the story shifts when the cruise ships leaves Hawaiian waters for the States or Fanning Island. Once outside Hawaiian waters, gambling can commence. Therefore, the only NCLO ship sailing in Hawaiian waters with BINGO play is the Norwegian Wind, and then only on the days when sailing to and back from Fanning Island.
