Short cruise anomalies

Short cruise in December on Millenium: had to pay cash for tips, no charging. In January on Century, we could charge!

 

In December, received the captain's club amenities (chocolates, coupons) but did NOT receive them on the January cruise. When I inquired at Guest Relations if they had just not been delivered yet I was told they'd decided to eliminate them for such a short cruise! I looked in the leather bound information book and it does indeed say this is one of the perks of Captain's Club.

 

But then it says there will be an invitation to a special Captain's Club reception, too, and they do not have them on sort cruises.
