Has anyone ever used the Whats app while on a ship?

Yes.   It comes in handy if needed.  I never used to need it, since iMessage works when you’re on WiFi, and pretty much everyone I text is on iMessage.  But my best friend recently got a non-apple phone...so we needed to text rather than iMessage.   We were both on simultaneous cruises in July, and WhatsApp worked perfect for us to stay in touch!  We could chat, exchange pics, etc.

You will need to buy one of the  internet packages to use Whatsapp? If you want to send picture you may need an upgraded package.

I used Whats App in June. I got the basic internet package and it worked great. Was even able to send pictures.

I used it on Vista in Oct 2018 on basic internet package.  Was able to do the video call too.  Video quality was not great but it works w/o lagging.
