Treat them as if they're enforced just don't count on boarding when they say you will :p

On our recent January 3 voyage we were to have boarded at 12:30. We arrived promptly at 11:30 am and were aboard the ship by 12:10. They stagger the boarding times so 2600 people don't all show up at once. If you get there before noon, you should be through security and aboard ship in a very speedy fashion.

Once you're on board, in our case, in Southampton, can you get off again? We wouldn't mind a wander around Southampton, but it would be nice to check in and get settled in our cabin first, and then get off, if possible.
