Free at Sea Beverage Package Questions

Premium Beverage Package (Open Bar)
Premium Beverage Package is applicable to all qualified sailings excluding Pride of America.
Applicable to guests 1-8 on the reservation. If 3-8 guest is under 21 years of age, Premium Beverage package does not apply and soda package will not be given as a substitution.
Guest 1-2 must be at least 21 years of age at time of sailing to qualify for the Premium Beverage Package. Guests under 21 will receive the soda package.

Just the first two people on the reservation must have the package.  Our adult daughter has cruised with us and didn't need to have the package.

How can you tell what is applicable on your specific reservation? We will likely have 3 in our cabin and one person does not drink at all. Could they opt to not get the bev package? What if the other 2 people want to upgrade their bev pkg, would they force the third to get it too (onboard rules are often much different).

Yep, I just went to their site and they've changed the policy, again, about the UBP.  Now it states that all adults in the cabin must have the plan.  That wasn't the policy the last time our daughter went with us in 2017.
