Are non-Carnival excursions allowed?

We will be in Cozumel in November and our Carnival excursion was cancelled yesterday.  We want to take a non-Carnival excursion to one of the beaches.  Are we allowed?

 

I know this may be a silly question, but wanted to make sure.  TIA!

You can do whatever you want if everybody in your party is vaccinated. You can go explore, do an excursion, etc.
