Call Celebrity and ask. Last cruise I had inadvertently booked a cruise only rate, I called and the Celebrity rep told me what the all included rate was and just added it to our cabin so we didn't have to worry during our cruise.

I called them about the added tips and at this point I have a invoice that still shows payment for the tips due.  So to be clear I have paid the full amount now including the tips but my invoice does not reflect the full payment.  They said the system when they entered in the tips paid scheduled it for a refund for me so now it shows the tips due once again and I may have to pay for my tips a SECOND time while I wait on my refund which may take who knows how long?
