It means just for you.  The offer would state it would be for anyone else in your stateroom.

Results have been mixed - some successes and some failures.  I was able to get the casino department to confirm in writing that my cabinmate would be allowed to purchase Cheers for just them onboard - they made sure to remind me that it wouldn't be possible online in advance.  I'll be printing that email assurance to bring along in the hopes of increasing my chances of it actually working onboard.

I was able to get my travel partner a Cheers package once we were onboard at Guest Services. 
 

Tried to do it at a bar, but there was a computer issue so we just bought his drink and went to GS. GS was able to credit back the amount of the drink, add Cheers for him and it was all good!
