Foreign(non us) vaccine certificates

Hello, since I found no related info in the search heres my questions

 

1. We have these vaccine certificates here, they are basically a pdf we can have in our phones/printed, will ncl be ok with these?

2. What does ncl check about these? it does have the QR but it can only be read by our country's systems, it cannot be validated online unfortunately

3. These do not have any info linking them to our passports, is it still ok?

4. I travel with a Hungarian passport, however I do live in Uruguay, this will be an issue?
