When do FCCs show up and where

Our cruise for this week to Alaska was cancelled due to flight issues. After hours on hold with HAL I was ready to rebook with some of the deals they are offering this summer.  They said I have to do it through my TA since my original booking was with TA.  How long typically before the TA has that info and I can use my credits? I have called them daily with no luck....

 

Also, has anyone had success in this situation booking directly with HAL and getting HAL to let you bypass the TA?  We are less than happy with this TA, and trying to go on this cruise has been a 2 year ordeal with covid cancellations and then the flight fiasco this weekend.  Our trip was paid for with HAL gift cards and a credit card.  I have learned a lot over these 2 years about cruises and the whole process, and lots of things to do better next time.

This is turning into a rant, I guess.  I feel like I should not be this stressed over trying to go on vacation.
