Passenger Registration has failed

I just booked and am trying to complete the health questionnaire and complete the passage contract, however when I attempt to enter the web check-in area of the website it tells me that "Passenger Registration has failed." My cruise isn't until November and I haven't paid the final balance yet...has any one else ever encountered this problem?

I had called MSC a few days ago with a question about our end of August cruise and after getting my answer, was told "don't wait until the last minute to do the on-line check-in. Be sure to check-in anytime after 20 days before the cruise." I said are you kidding me, waiting THAT long before the cruise IS last minute to us. We always cruise other lines have done the web check-in a good 6-7 months before cruise date. MSC is some kind of different, I'm learning.

For my late November 2021 cruise, at 20 days, check-in was still not available. Maybe not even at 15.  It was a test in patience.  I did sail and had a nice cruise.  (After a long, hot, check-in and boarding process in Miami).
