Toddler Vaccine question

We are cruising on the Mardi Gras on 9-10-22. Our 3 year old son has had 2 shots of the Pfizer covid vaccine, not 3. Will he be required to take a pcr test before boarding, since he's not gotten his last shot? I have read the updated Carnival policy for cruises after 9-6-22, but am still a little confused about how it applies to toddlers & the 3 shot vaccine dosage.

Guests under the age of five years are exempt from vaccination and testing requirements from the United States and under the age of 12 from Australia. (from the protocols on the website)
