Just checked in, can't apply latitudes discount to internet package.

It's 21 days before my sailing. While checking in I decided to buy the 250 min internet package. The regular price is $105 for a 7 day sailing. No discount applied.  Called NCL, they were no help.  They told me since it's 21 days or less I have to purchase it onboard, really?  When I asked if I would have to pay the $3.95 activation fee they did not have an answer.  Any help with this?
