I do not think Azamara waited on purpose for that reason. Unfortunately there are inefficiencies going on.

I thought you were talking about the specific system of biding on upgrades. 
Have a good cruise. Azamara offers a very good experience. Your cabin will not be great but still I wish you a nice experience without stress once you accept that you can not change your cabin or if you wish to do that, you will have to pay current market prices.
