What’s the difference between these 2 Meraviligia dining packages?

What’s the difference between these 2 packages? One is $200 per stateroom and can only be booked during booking.  And one is $71 per person and can be booked after booking. Both are 3 dining experiences. It seems that the $71 per person one is a better deal and you get to choose the 3 dining options. It seems the $200 one is chosen for you. 

Does anyone have an explanation of the differences?

If you have 3 or more in your cabin then the $200 is better. Other than that it's not.  I got off Mera 5 days ago.
