How do I register for the meet and mingle on the Explorer of the Seas?

Meet & Mingles went away during the shutdown and have not returned to my knowledge.

 

You may find similar meet up activities for your cruise at a popular social media site that shall not be named.

You can’t. The “official” Meet and Mingles on Royal Caribbean are on hiatus. There can still be unofficial meets. Check the Roll Call for your sailing.

Our version of "Meet and Mingles" are usually arranged "Slot Pulls" that are arranged on the Roll Calls.
