Wellington, NZ

We visited Wellington on a cruise in February 2023.  It was not Oceania, but we were told the free shuttles were provided by the port, not by our cruise line, so I suspect it will be the same set-up for you.

There were two stops in Wellington.  The first stop was near the Cable Car building; it was 1-2 blocks away but I don't have the exact location (we got off there in the morning).  The second stop was on Wakefield St. near the Te Papa Museum (we got on there to return to our ship at the end of the day).  The shuttles ran continuously between those two stops and the port throughout the day.
