Nope. Most fares, with the exception of some casino rates, can add Have It All. Just tell your person to add HIAOFFER to your booking. There is a similar code that will add the HIA+ if you are a year or more out. (My job is to know all the things. 😎)

There are certain things I have discovered about sailing on HAL:

 

1.  HAL's promos rarely mean lower prices,

2.  HAL's promos like HIA, kids sail free... benefit HAL more than they benefit me,

3.  There isn't anything free on a cruise ship.  You are paying for it, whether you can readily see it or not.

 

And yes, this is true of every other cruise line also.

Using the apparent HAL Approach, they could offer free upgrade from INTERIOR to NEPTUNE Suite, just price the interior the same as the regular Neptune!  Isn't that like having a sale price that is never the actual price and illegal in the US?

I just did two searches for my booked 28-day Noordam cruise. One search under 'Find Cruises" and the other under the 'Time of Your Life Sale with Free Balcony Upgrade'.

HAL - If you are monitoring this forum, please stop this practice of raising a price to then give a "free upgrade."   Savvy CC followers know better, but it's really deceptive IMHO.
