Triumph Upgrade Refused 4/15

I called Carnival and asked how much to upgrade to a Balcony and was told it was $100pp but I had to call my TA.I called and she was told that I didn't qualify as it was for Cruise only passengers(I booked air).The rate for me was $250pp.Am I right to feel shafted??.When I called back to get clarification , I was told I should never have been told any information about prices and when I asked to speak to a supervisor, I was transferred to my TA.Anyone else have this problem???Feel I am being punished for booking Air
