My company has outsourced and brought it back multiple times. When the customer makes enough noise things change.

It's more involved than than just storage solutions, and there are more benefits to outsourcing than simply cost. The best of the best talent is not looking to work in an IT department in a non-IT business - they want to work for the digital industry leaders (and they do.) We're getting off topic, but back to the point - I think this AWS partnership is a very smart move for NCLH. Of course if you don't keep up your IT, you can lose big time. Look at the 15,000 car dealerships who are under a ransom ware attack, basically shutting down their businesses. They either pay millions, or take years to recreate a new system. If that had happened to NCL the boo birds here would be chirping nonstop about how incompetent the mgmt is, etc, etc. I see this as a positive move to not only keep their web services up to customer expectations, but to also stay safer in a hostile web environment.
