How are prepaid gratuities distributed?

We often have prepaid gratuities included when cruising, and we cruise a lot and almost exclusively in suites with Celebrity. (We've been zenith since 2015). Can you explain how our butler, room steward, our waiter & assistant, the bar server, sommelier, barrista, etc are all "tipped" with this arrangement? We've gotten inconsistent answers in the past and it's not described in any guest facing materials. We know we can and do give additional tips to anyone for special service.

Please read the last line - 20% added to all drinks etc.  Anything else is at your discretion.

Other hotel services includes staff in the laundry, cloakrooms, cleaners etc.
